Whenever I Am Doing Locator Upload Through Excel, It Is Giving Error Of Locked Cells Although The Ex (Doc ID 2566647.1)

Symptoms

Locator import through FSM using csv upload on task 'Manage Subinventories and Locators" is ending in an error.
The issue reported is dbms_lock.request error but the actual errors seen in the database and logfiles uploaded
differs.

STEPS

The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manufacturing and Supply Chain Materials Management > Inventory Management > Manage Subinventories and Locators
2. Actions -> Export
2. Unzip the file
3. Provide the subinventories and locators to be uploaded for an inventory organization.
4. Actions -> Import
5. The program fails with error, with following in the logfle.
