OBIEE Dashboard Filter Conditions Are Incorrect Until The Page Is Refreshed (Doc ID 2566843.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When switching dashboards in OBIEE the filter conditions which were applied to the previous dashboard are applied to the new dashboard until the page is refreshed.

EXPECTED BEHAVIOR
-----------------------
Switching dashboards should not require a refresh to apply the correct filter condition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBIEE.
2. Select a dashboard with particular filter conditions.
3. Switch to a new dashboard, take note that the filter conditions from the previous dashboard are still applied.
4. The dashboard will show the correct filter condition after the page is refreshed.

The issue has the following business impact:
Due to this issue, users are required to refresh the page after switching between dashboards to reflect the correct filter conditions.
