Getting "Order Submission Failed" when ItemPriceListCalculator is enabled (Doc ID 2567552.1)

Symptoms

Customer will not be able to place orders in the Agent Console. When they add any items in cart they will get 'Order submission failed' with 28105 error

 ItemPriceListCalculator debug logging is enabled
