Symptoms
Upgrade from versions which are lower than 105.2 such as 18.2.1 or 18.3.3 or 105.1 to 105.3 cause the issue of BI services not start from PSM UI - My services . Stop works fine but start do not render the BI start script.
Changes
Upgrade from 18.3.3 or 105.1 to 105.3 causes this issue.
Upgrade from 105.2 to 105.3 has no issue.
