Manage Allocated Checklist is Missing Enterprise Onboarding (Doc ID 2568098.1)

After upgrading to 19B, Customer cannot find Enterprise Onboarding or Enterprise Onboarding Step in list of categories.

Navigate to Person Management-> Search for a Person ->From Action select Manage Allocated Checklist. -> Click on Add-> On category drop down Enterprise Onboarding or Enterprise Onboarding Step is missing.

Checked Note 2540145.1 and set the profile PER_CHECKLIST_RESPONSIVE_ENABLED to Y, still not able to see those categories
