How to Manage Contacts for Service Notifications? (Doc ID 2568119.1)

Goal: All the notifications (upgrades, outages, so on) need to be sent to a certain set of users (Distribution List).
How is this possible?

In Traditional Cloud Accounts, the following URL shows how to add email contacts for receiving the Service Notifications
In Cloud Accounts (IDCS based), how can this be done? How can a distribution list be created for receiving the Notifications for all the services?

If you try to follow this doc, after you logged in to the Cloud environment as admin, the subtab 'Contacts' within 'User' module does not appear.
So, the doc is not valid anymore. Before, this option was available in the Traditional Cloud accounts. But, on these new accounts, with IDCS based, that option is not there.
