Mobile Reponsive UI - Primary Contact Check Box Missing while Adding Contact (Doc ID 2568316.1)

Goal

On : 11.13.19.04.0 version
Global Human Resources

When user adds a new Contact "Create New Contact" they do not see any check box for select Primary Contact.

After Adding the Contact when they go and see the Contact details they can see by default "Primary contact" No and after that they can go and edit.
Why on Add screen this check box missing?
