Symptoms

Content Item List does not return Assets in Published Sites or in Preview

In the web browser request for a page with Content Item List components, the /content/published/api/v1/items request can be seen and no results are returned:
e.g. the "count" is 0 and the /content/published/api/v1/items api response:
