Symptoms
When attempting to calculate per diem expense,
the following error occurs.
ERROR

The application cannot determine the base per diem rate. For resolution, contact the Expenses department (EXM-630596)

The issue can be reproduced at will with the following steps:
1. Define policy
2. Set policy rates
3. create expense item
