Participants Added To Payment Plans Via Role But Payment Plan Was Not Assigned (Doc ID 2569098.1)

Symptoms

The Payment Plan is assigned to an Incentive Compensation Role.  The participants were assigned this role, however some participants with the same role do not have the payment plans

STEPS
The issue can be reproduced at will with the following steps:
1. Participant assigned to role R1
2. Payment Plan assigned to role R1
3. View Payment Plan assignment via Participant Snapshot > Manage Payment Plan and do not see the assignment

BUSINESS IMPACT
Due to this issue, the payment plan was not applied to the paysheets for these participants.
