Several Waves Stuck In Release In Progress

Symptoms
Several waves are stuck in "Release in Progress" status in Wave Inquiry screen and when trying to reset MHE status, the following error occurs:
"Failed to reset MHE status: Failed to reset MHE messages for wave. Failed to Update any un-processed messages for the wave from previous release."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Wave Inquiry screen
2. Search for a wave in "Release in Progress" MHE status
3. Click on "Reset MHE Status"
4. Error occurs
