Fusion Compensation: WFC: Due Date Approaching Notification Batch Process Not Sending Email Notifications (Doc ID 2569574.1)

Symptoms

User has run Due Date Approaching Notification Batch Process but no notification has been triggered.
He checked plan cycle dates and the end date and due date is fine. Also, due date notification setting is selected to Notify ( configure global settings page)
But user has not enabled any approvals...it will be read only for primary managers.
