Rules Error While Displaying History Tree Table After SOA Composer Export and Import and P2T (Doc ID 2570170.1)

Symptoms

Approvals are not working after SOA Composer  export/import of rules.

Two weeks ago the test environment was in R13 19A and rules were exported using SOA composer from TEST to PROD. The rules are working fine in TEST. On Monday there was a P2T from PROD to DEV2. The rules cannot be imported again from TEST because TEST was upgraded to R13 19B already.  While testing DEV2 and PROD, the rules are not working and the following error occurs:
