Symptoms

When a supplier clicks to the link Create response on RFQ invitation email notification, the link doesn't lead him to the Create response page for this RFQ.

STEPS TO REPRODUCE
==================
1. Receive an invitation for RFQ via email
2. Click create a new response
3. When the Supplier clicks the link Create New Response the supplier is taken to the Active Negotiations page where he can see all the Negotiations instead of RFQ Create New Response page where the supplier has to enter his response.
