On : 11.13.19.04.0 version, Procurement

ACTUAL BEHAVIOR
---------------
Assign User action not available in Contract Parties on Contract new version

When a contract is created as a draft , in the Parties Tab it is possible to perform the action -->Assign User
a notification can be sent to users added into the team.

When contract is under amendment, this action can not be performed.
