Problem with benefits life events process

I have below error, Its for a new hire trying to enroll in benefits keeps getting below error and attached screen shot of the Life events.

ERROR

A catching error occurred in the routine ben_person_obeject.set_per_object. Contact your benefits administrator for a review of the data and the trace files. (BEN-990886) context at the time of error. Person { Person_Full_Name}, Effective date 2019-06-05.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as New Hire employee
2. Benefits > Enrollment
3. Try enroll in benefits
4. Error is thrown.
