Verification email from IDCS isn't received for the changed email address to <upper_Lower_Case-emailAddress

STEPS

The issue can be reproduced at will with the following steps:
 1. Login to IDCS admin console
 2. Navigate as below
     Settings -> Notifications
 3. Change the value of Attribute : From Email Address to <upper_Lower_Case-emailAddress
