Symptoms
Supply Plan is failing in planning central with error.

The requested action cannot be completed for the plan named < > Supply Plan because another plan action is processing for this plan.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Planning Central
2. Tasks Pane
3. Manage Plans
4. Actions
5. Run
6. Receive error.
