Oracle Fusion Recruiting Cloud: Is There Another Way to Deactivate the "Send Interview Invite" Notification (Doc ID 2571365.1)

Goal

When selecting the Send Interview Invite button, the ORA_IS_INVITED_NOTIFICATION is being sent to candidates even though it is currently in Draft status in the Recruiting Content Library.  

Is there another way to deactivate this notification so that it will not be sent to candidates?
