Application Tasks missing in checklist tasks

Application tasks missing in Dev2 that appear in Dev3 -- Payment methods and Tax Withholding not appearing in the list of values for the application tasks. See screenshot

EXPECTED BEHAVIOR
-----------------------
All Application tasks should appear in Dev 2 pod.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manage Checklist Template > Not seeing Payment Methods and Tax Withholding in the application tasks

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see all applications tasks for Checklist in Dev 2 pod
