Open Period Did Not Create the Subledger Records (Doc ID 2571532.1)

Symptoms

The period 2019010 ( July 2019) is Open but the subledger records are missing.

STEPS
1. User had closed the periods and instead of opening the period so then change the status to reopen.
2. The Open Periods jobs were submitted and completed successfully
3. The period 2019010 for July 2019 is Open however,  it did not create the subledger records for 2019010
