UPGRADE After 19C Upgrade Finished Button Does Not Work (Doc ID 2571779.1)

Symptoms

Some buttons / hyperlinks do not work after 19C upgrade.
'New' and 'Search' buttons seem to work on most objects, but for Order Release and Agent the 'Finished' button does not react.
Also buttons on the User pop up do not work.

The issue can be reproduced at will with the following steps:
1. Access the application
2. Try to press the buttons
No action is being performed.
