Symptoms

Unable to import users in IDCS as Federated

While importing users into IDCS, the users are not getting created as Federated even though the Federated field is set to Yes.

ERROR

End User not reflecting as a Federated user in IDCS

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import the user with attribute: Federated=Yes
