On : 11.13.19.04.0 version, UK - United Kingdom Legislation

ACTUAL BEHAVIOR
---------------
When attempting to processing the EFT payment for employees who are based out of UK, the payment method is not getting picked and employees are not getting paid.

EXPECTED BEHAVIOR
-----------------------
International transfer for UK should work.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ran Quick Pay, Quick Pay prepayment and Archive process for employee.
2. Ran EFT process for International Transfer payment method.
3. EFT process is completed, but no file is generated; Payment status is still unpaid.
