Passport: "Use UDF Work Location Fields" Setting Not Working For PaperlessEmployee / CICPlus Service (Doc ID 2572813.1)

Symptoms

The Onboarding (Transitions) passport service "Tax Forms Service" (provider = PasperlessEmployee.com / CICPlus) includes a service setting called "Use UDF Work Location Fields".  Even with the setting 'Not Checked', a problem came up where requests to the service's provider unexpectedly contained UDF work location values for some candidates, but for others it is used the Requisition's work location as expected.   This happened even though the requisitions associated with the candidates both have 'level 4' locations that are configured as work locations.

Later in the guide there is a flow diagram that shows the following logic for this setting:

Is customer configured to use Work Location UDF Fields
(OR)
Requisition Primary Location is @ Level 1
--------------------------

IF YES:
Just send values in UDF Fields as New HIre Work Location <tleo:WorkLocation> section in the XML

IF NO:
Is Requisition's Primary Location a Work Location?
    If Yes: work location is used for <tleo:WorkLocation> section in the XML
    If No: send blank values in UDF Fields as New Hire Work Location
