Symptoms
On : 11.13.19.04.0 version, Performance Management
When attempting to create a performance document for an employe, the manager gets
the following error.
ERROR
-----------------------
You cannot create the performance document because there are no goal plans associated with the worker for the evaluation period. (HRG-3120265)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as manager and go to My Team >> Performance
2. Search for employee’s performance document and click on document name
3. Click on Continue to créate Performance Document
4. then get the following error:

The issue has the following business impact:
This will be impacting the set up that we are using for a Performance document in production environment if it is not resolved before applying patch 19B in our POD Prod.
