Error When Attempting To Add User To Cloud Admin, No User In Unifier Listed (Doc ID 2573747.1)

Symptoms

Non-Production account was refreshed with production data. After the refresh completed, there is a user showing in the Admin tool in the non-production account., however, the user is not provisioned in the non-production account. The User was provisioned in the Unifier Account Copied into the non-production Account and the Admin tool in production.
