Symptoms

 The function ben_fn_get_char_value is returning an 'ENROLLED' output of 'N', though the employee is enrolled with that plan already.

Ex:

CHANGE_CONTEXTS (EFFECTIVE_DATE = l_eff_date)
  (
  l_enr_exec_life = ben_fn_get_char_value
  ('BEN_PRTT_ENRT_RSLT'
  ,'ENROLLED'
  ,l_exec_life /* Plan name is 'Executive Life/AD&D' */
  ,'NA'
  )

)

The above function returns 'N', but when ben_fn_get_char_value is used outside CHANGE_CONTEXTS then its returning 'Y'. The employee is currently enrolled in that plan. What causes this?
