RPASCE Client: No Notification Alert After Creating Plan in Hierarchy Maintenance

In Retail Predictive Application Server Cloud Edition (RPASCE) Client, "Create Plans" notification does not appear on the left side menu for new "Hierarchy Maintenance" plans.
Steps to Reproduce:
1. Navigate to Administration -> System Administration and create a new "Hierarchy Maintenance" Plan.
2. Go to OAT (Online Administration Tools) dashboard and wait for the task to complete and wait for the notification.
3. Notification never come even though the task is completed successfully and available in the "Recent Plan" list.
