Symptoms

On : 11.13.19.07.0 version, Global Payroll

When attempting to add an element entry to an employee via UI or HDL
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Manage element entries for an employee - add element - error occurs
2. Use HDL to upload element entries - error occurs
