Not Able To Import The Chinese Characters Through The Input Interface Error "ordinal not in range(256)" (Doc ID 2577257.1)

Symptoms

When attempting to Interface Item File,
the following error occurs.

ERROR

Error reading xls file 'latin-1' codec can't encode characters in position 44-45: ordinal not in range(256)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Item Interface File with Chinese Characters in the description or any text fields.
2. Go to Input Interface.
3. Select item Interface type.
4. Click on Upload Files and then Browse for the file.
5. Click on Upload.

As soon as the process starts, the error will appear while reading the document.
