Running Change-Suggested End Date Date from Planning

We have a requirement from Planning Central

Business Scenario:

We have a Finished Good(FG) item and an item Structure. One of the components from the item Structure has to be end dated. However, there is still on hand for the item and those on hand quantities need to depleted. Considering the Onhand quantity, planning should suggest a date until which the components can be used and then end date the component item. This end date could be an information supplied from planning where the client can go and end date the component in PIM manually. But, the information still needs to be supplied to the client in order for them to end date the item. With current on hand and demand, it needs to supply information until which date the on hand will be made available for them to end date it.
