Cart Item Quantity Not Fully Allocated To Shipping Groups.

Information in this document applies to any platform.
After adding multiple items with the same SKU and by different variant( ex a month selected), items do not split up in the shipping group of the cart.
"Cart item quantity not fully allocated to shipping groups"
/atg/commerce/orders/CloudOrderServices Error in order submission: ; ERROR
CODE:28154; atg.cloud.exception.CCInputException: Cart item quantity not
fully allocated to shipping groups.
Add separate SKUs into unique items in the cart, by a month selected.
The issue can be reproduced at will with the following steps:
1. Login to Storefront
2. Go to cart page.
3. Add product from quick view.
SKU001 | quantity 10 | month January, it will be a unique line item in the
SKU001 | quantity 20 | month November, it will be a another unique line item
in the cart
4. Select shipping address and methods
5. Click on update order button.
