Bank account not available error while Loading Third Party Payment Method through PBL (Doc ID 2578016.1)

Goal

While attempting to load Third Party OPM using PBL  and by providing in the Bank account field of the batch file an existing bank account the batch fails with error "Bank account not available."

The bank account can be added from UI but not using PBL
