How REST API billableTrans Works? (Doc ID 2578345.1)

Symptoms

User reported mismatch between Billing Usage Quantity shown in Cloud Portal and Billing Usage Quantity shown calculated based on transactions usage information using OBP REST Metric API "billableTrans".

User tried out for their list of instances, however found discrepancy when comparing the total derived charge to that of the Cloud Portal.
Needs to know very clearly how the usage numbers are arrived.
