When Importing a Project Using Primavera Web Services the Error "java.lang.NullPointerException" Occurs (Doc ID 2578504.1)

Symptoms

When attempting to run an import using Web Services after upgrading from 18.8.3 to 18.8.8, the following error occurs.

java.lang.NullPointerException
at com.primavera.ws.importexport.WSImportProvider.invoke(WSImportProvider.java:102)
at com.primavera.ws.importexport.WSImportProvider.invoke(WSImportProvider.java:50)
at sun.reflect.NativeMethodAccessorImpl.invoke0(Native Method)
at sun.reflect.NativeMethodAccessorImpl.invoke(NativeMethodAccessorImpl.java:62)
at sun.reflect.DelegatingMethodAccessorImpl.invoke(DelegatingMethodAccessorImpl.java:43)
at java.lang.reflect.Method.invoke(Method.java:498)


STEPS

The issue can be reproduced at will with the following steps:
1. Create an import request like the following:
   <soapenv:Body>
     <CreateNewProject xmlns="http://xmlns.oracle.com/Primavera/P6/WS/WSImport/V1">
     <DefaultGlobalImportOption>Keep Existing</DefaultGlobalImportOption>
     <DefaultProjectSpecificImportOption>Keep Existing</DefaultProjectSpecificImportOption>
     <EPSObjectId>3063</EPSObjectId>
     <FileType>XML</FileType>
     <IgnoreGUID>true</IgnoreGUID>
     <ProjectData>INSERT PROJECT DATA </ProjectData>
     </CreateNewProject>
  </soapenv:Body>
