No Notification (Email or Workflow) For Certain Performance Management/Talent Tasks

Information in this document applies to any platform.
Performance Management and Talent Management Notifications have been enabled from:
- Setup and Maintenance/task: "Manage Talent Notifications"
- click on "Talent Review" tab
- all relevant settings are ticked.
This can also be verified by running the following SQL:
select * from HRT_NOTIF_SETUP_B
(This will show which talent/performance management options have been ticked).
However, when the HR specialist does the following, no emails are received by any of the participants:
- Go to Home/My Client Groups/Talent Review
- click on "+" icon to create a meeting
- go through the steps to create the meeting and submit.
The expected behaviour is that the relevant employees should receive a notification about the meeting (either in BPM worklist or by email) For example an email or worklist item called:
FYI: The talent review meeting <MeetingName> is scheduled.
However, no notification is received by any of the participants.
Similarly, when testing with goals (for example, updating, sharing or creating a goal), the same issue is seen.
Note however, that emails are correctly received for other modules, for example, 'Core HR' functions such as creating and terminating employees, profile changes, and Oracle Learning notifications. Also Goal Plan Approval and Goal Plan Approval Confirmation generate emails.
