On : 11.13.19.04.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
While adding a Pending Worker, when at Payroll Details page, user cannot select anything from the draw down list, thus not able to continue to the next step.

EXPECTED BEHAVIOR
-----------------------
While adding a Pending Worker, when at Payroll Details page, user should be able to select an option from the draw down list, thus being able to continue to the next step.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Login system with the role of sysadmin
2) Go to My Client Groups > Hire an employee
3) Fill in the required information in pages: When and Why, Person Details, Communication Info, Legislative Info, Employment Details, Contract Info
4) Go to the Payroll Details page > user cannot select anything from the draw down list, thus not able to continue to the next step.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Add a Pending Worker.
