EPBCS:”Project Utilization” OOB Tab Under Workspace->Analysis Card Not Visible

Symptoms
Enabled Workforce module at "Employee Only" granularity. Also enabled "Projects" Module in application.
But unable to see the "Project Utilization" vertical tab under workforce->Analysis card. Also, not able to see the Data Map "Workforce Projects Integration All". And they have configured "Workforce" before "projects"
As per Oracle documentation is to enable Workforce at either "Employee" or
"Employee and Job" granularity. Have enabled "Employee" but cannot see the utilization tabs at all in Workforce.
