Symptoms
On : 11.13.19.04.0 version, Data Load
When attempting to load LearningRecord.dat file, data loads successfully for one load, but for another load most records fail with the following error occurs.

LearningRecord key attribute values do not match with values in Learning DB
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load one LearningRecord.dat file via HDL successfully
2. Encounter error above for 79 records
