Report on Campaign Response History subject area vs list

Trying to pull a report from the Campaign object, including Recipients (and their Accounts).
I see that I'm only able to get to Recipients from the Campaign Response History subject area. I have the following question.
The report is not pulling all the data that exists. I have created a test report where I put a filter on Campaign Type = 'Event' and it only pulls data from 13 campaigns, even though using a list for the job (with same filter condition) it returned 25 Campaigns.
Could you please look into this discrepancy between Analytics and Lists?
