Portfolio Budget Planning Forecast is Not Refreshing as Expected. (Doc ID 2579831.1)

Symptoms

ACTUAL BEHAVIOR:

Portfolio refresh without taking forecast values into account

EXPECTED BEHAVIOR:

Portfolio refresh would take forecast value changes into account

STEPS:

The issue can be reproduced at will with the following steps:
1. Link Project to Forecast.
2. Update Forecast from Cashflow.
3. Unlink and Link Project and Forecast and Save.
4. Reload the Budget Planning Scenario page OR refresh Portfolio Scenario.
5. *ISSUE*: Forecast numbers do not get copied over to Proposed Budget.
