Allocation UI should launch to create allocation rule

STEPS

The issue can be reproduced at will with the following steps:
1. General Accounting >> Journals >> Tasks : Allocations >> Create Allocation Rules

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot launch allocation rule creation UI
