Problem Description:

Email notifications are not being sent in the correct language according to the user's preferences.

Examples:

Job Alert sends in French even though the user's language preferences are set to English

Job Referral Notification sends in English even though the user's language preferences are set to Spanish and the notification has translations in the Recruiting Content Library for Spanish.
