Paid Order still in INCOMPLETE Status when Payment Webhook is Used (Doc ID 2580846.1)

Sometimes an order is paid, and shopper is charged, but the order is still in INCOMPLETE status and order's payment status is AUTHORIZE_FAILED. This may leads to following consequences:

  1. Some shoppers may have payment notification and after they receives such notification, they thought the order got through. However, when they try to collect the order, merchant cannot fulfill it because it's still in INCOMPLETE status.
  2. Some shoppers will try to resubmit the order as the previous submission failed. This leads to multiple charges for the same order.
