Symptoms

On : 11.13.19.01.0 version, Functional Setup Manager

ACTUAL BEHAVIOR
---------------
System is not generating the Tax authority invoice after calculating the withholding tax on Standard Invoice

EXPECTED BEHAVIOR
-----------------------
System should generate Withholding tax authority invoice

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Standard Invoice
2. Apply Withholding tax code
3. Calculate the Withholding amount on standard invoice and check the Tax authority invoice flag
