Managers are Not Able to View Their Direct / Indirect Reports in the Succession Plan (Doc ID 2581181.1)

Symptoms

Managers are not able to view their direct/indirect reports in plans. This occurred even if they were made owners of the plans.

Current security set up is view only access for managers.  However, when providing Create/Edit permissions they can see their reports.
It is expected that they should see candidates according to their existing security access. They are able to see direct/indirect reports in other modules.
