Goals are Duplicated When Loaded via Data Loader (Doc ID 2581184.1)

Symptoms

User has created 3 spreadsheet loaders to load the goal data for an employee.

1st spreadsheet loader is used to load the GoalPlan
2nd spreadsheet loader is used to load the goals to the Goal Plan
3rd spreadsheet loader is used to update the goals data post 'Manage Goal Schedule Process'

While trying to load goal using the 2nd spread sheet loader, Goals are getting loaded but with duplicate values.
