"Cash flow '[Cash Flow Name]' failed to update" Error Pushing Out Cash Flow Permission Changes Through Template

When attempting to push out cash flow permission changes via template, some of the projects updated and some did not. The projects where the push failed show the following error in the Update Shells history:
Cash flow '[Cash Flow Name]' failed to update.
The issue can be reproduced at will with the following steps:
- Log into Unifier
- Navigate to Company Workspace > Templates > Shells > Project > Project Template > Cost Management > Cash Flow > [Project Cash Flow Name]
- Click Update Shells > History > Open the history with the date where the problem push occurred
- Note the failure message.
The issue has the following business impact:
Due to this issue, administrator is unable to push out cash flow template changes to all the projects.
