Symptoms

When attempting to access APEX,
the following error occurs.

ERROR
-----------------------
The connection has timed out

The server at <IP_ADDRESS> is taking too long to respond.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access instance using "My Services".
2. Open "Application Express Console"
3. Connection times out.
